Why does McCain keep claiming that he has been tested already?

He has never been President so he has never been in that position to have been tested like that , so how can he keep claiming he has past the test? I don' want to hear any crap about him being a POW that only shows that he failed and got caught not that he is qualified to handle a international crisis
